National Grid - SEESAManage and develop the schedule for a portfolio of National Grid work. Formulate ideas for a new gloal WBS and new nomenclature for the planning application tool. Coordinate Cost, Risk and Schedule on a £20M project budget. Delivered by a mature Alliance comprising Mott MacDonald, Skanska, Areva and National Grid, [£3 billion portfolio to be delivered between 2006 and 2016].

 

Magnox Ltd (2010-11)

Create and drive the global Decommissoning Transition schedule (£360M > £30M ) whist managing the multiplex Nuclear Waste stream programme.

 

Initiated site Transition programme to take accelerated EC&M programme to Care & Maintenance within 5yr baseline. Formulated plans in conjunction with Energy Solutions specialists and communications deliverables.

 

Scope incl. Waste Management / Land Quality DVs: Commissioned to create new set of D&D programmes to match a set of integrated detailed volumes, with all interdependencies controlled. Customised management tutelage. Earned Value Management against DV specs. S/Curves across portfolio for programme evaluation. Risk and Contingency workshops organised to provide clear guide to Site Directors lead team. Communications: Full scale charts ‘In-Design’ Level 1 graphics. Saudi - ABC Bemco (2009)

Head of Programme & Project Controls
To control the dynamics of a multi-site $6 Billion series of Combined Cycle Power Station New Builds and refurbishments. Also Aviation Infrastructure [KSA] projects. Direct report to Operations Corporate Director and CEO. Responsible for new Procedural drivers, including Risk Management and Quality function. Required to communicate effectively with multi-lingual / multi-culture business unit Managers and other key supervisory staff. Managed ABC BEMCO SEC Transition.

Forensic analysis and dispute management due to poor control of sub-contractors, regularly submitting unsubstantiated claims without PCA or FCA warrants. Interface at VP level with Accounts/Cost Control/Finance directorates. Local Lawyers translated by proxy. Ops team throughout the Kingdom of Saudi Arabia, technical commercial training / strategy lectures.

Environmental BEPO for client [SEC] reflected in Project strategy to detailed level. International Environmental procedures mirrored and tailored to suite the Saudi political infrastructure and then incorporated into the agreed budget, where practicable. Required to drive IT and systems methodology as platform for all current project applications. Transition from obsolescent management structure, to new PBO framework for NDA.  Required to liaise with nuclear estate parent group companies re. Multi-national Low Level Waste Programme as well as National Waste Management Skills Plan.

 

Tasked with leading the Waste Management PCM team:

Centred around Primavera P6; Success; Impress; SAP

Duties spanning implementation of Risk; Estimating; Scope Author; Cost Engineering; Planning across Transition scope.

Delivery performance review: review and analysis of earned value cost and schedule performance, including key performance indicators, trending and risk

Monitoring 'execution year' benchmarking of performance

Tracking of in year funding and associated change controls, working to ASFL. Preparation of site summary status reports for reporting to the NDA.

Process Support Programme Manager – Commercial Directorate

Responsible to head of function for the enabling and communication of the sum total of Commercial procedures and strategy governing Nuclear Waste, to achieve full ISO accreditation. PBO Transition as key driver.

 

Tasked with development as follows:

Training instruction and Implementation packages produced for Transition - Procedures authored against Quality system [QMS].

Meticulous deep-dive review to assure full legal, corporate and commercial compliance, as well as accuracy and ease of use.

Commercial processes included Contract; Competition; Procurement; Commercial Revenue; Property. Close and diplomatic liaison required with all subject matter experts across all NDA directorates, UK regions and Intl. evolved fast-track coordination methodology, thus reducing chances of duplication or misapplication of policies, procedures, and guidance.

Invited by senior management to represent the NDA at the 2006 British Quality Foundation dinner in the presence of HRH Princess Anne.

Required to consult with principal members from eight directorates to create an integrated set of plans, measuring - reporting key milestones. Trained Enhanced Management through Earned Value / Metrics. Maintained multiple schedules concurrently with reference to LCBL & NTWP. Coping with broad spectrum of high value projects, without loosing sight of key detail, down four levels of WBS along with stringent Risk analysis, complimented by expert use of planning application software.

SAP and other Oracle Financial Control databases with API’s [Impress / Success]. In conjunction with SLC portfolio management, implicit site Detailed Volumes and Budget Cycles.

Forensic examination of SLC Tier 1-2 Contractor submissions to validate or dispute claims arising due to contract variations, in conjunction with legal desk.

Process Sponsors / Owners tutelage, as demanded by the roll-out of a new genre of Sellafield Site Procedures, covering all aspects of Nuclear Waste treatment and storage. Thence developed into follow-on and parallel programmes. Required both diplomatic and audit skills. Communicating and influencing at all levels within SM&OS, to meet NDA requirements. Use of analysis techniques, for Performance Optimisation [OFE]. Utilised Nimbus Process Mapping system incl. launch and training. As part of AMEC ‘Alliance’ required to forge link between Contractor and BNFL, especially on matters of Training and Development. Interface at senior levels between Plant specialists and contract Project Managers including sub contractors.
